It takes a whole bunch of different skills to build a car. There are some people that can do it. But even them will have other people help and do some of the work.
You can buy bodies of different models and you can buy chassis from others. These come in different stages of completion. The engines and transmission can also be purchased from a bunch of vendors.
Subscribe to some kit car magazines and get a feel for the amount of work it takes. NSRA has a magazine for streeet rodders, with a lot of info on cars.

If you are going to build a late model race car......Chevy at one time would sell you a racing body for about $800 dollars and you could make as many parts you needed to from the agreement Chev would make with you, you will need a frame that may cost $ 10,000 dollars and the motor and transmition could cost you as much as $50,000 dollars......wait that is a race car........did you say a race car? or a famliy car? Sorry, I'm confussed!
