Based on this picture of a 1930 model

it has got to be about then because earlier pictures do not have the big hub shown in your picture, but this one does not have the black.
do an esearch on 'Hupmobile' and contact the Hupmobile club or look at images to see what you can match.

i would say 28 or 29 as for the make no clue

Im guessing mid1920 to early1930 due to spoke rims only quessing
