if you mean rapper as a lyricist and flow master, it would be 2pac, hands down, honerable mentions go to members of the wu tang, nas, common, the game, and young buck, and project pat, in no pecific order.
But if your talking overall lyrics and beats, there are only a few, and since Dr. Dre has ghostwriters and Kanye does mostly samples, it would go to Three 6 Mafia. They do EVERYTHING on theyre own.
