No, they can't. Like other posters, they wouldn't be able to prove how many more or less homeruns he would've hit without them. If they take the homeruns away it would change the outcomes of games, change his RBI's, change his runs scored, change OBP, Slugging, other's Runs scored due to his RBi's. Everything would be different and impossible to calculate.
When Roger Maris broke Babe Ruth's single season homerun record they just put an asterik next to his name. They removed after a long time, but it's the only way they can show something was tainted. They won't do that though becasue they don't want to hurt baseball. I think they should but I know they won't.

No they couldnt because they wouldn't know how much of his home runs they could take away since he hit a lot of home runs cleanly so it coudnt happen plus all the other players who used steroids and have tested positive would have to lose their stats it would be too much work and calculations

baseball had no rule against using performance enhancing chemicals.
