No. What is necessary is a government. A democratic form of government is simply one option -- and a relatively new one, aside from the Greek city states.

In my opinion, an educated electorate (general population) is the most important. If people do not understand the issues of governance, locally and internationally, how can they decide who will be the most effective leader for their nation? That is why democracy cannot work in places where illiteracy is so high and education rates are so low.

Democracy is actually one step below fascism, which is what the United States has become now. We have been LIED TO about democracy being the best form of government----IT ISN'T!! It means MOB RULE, with NO individual rights, which is what has been happening for the last 100 years or so. IT SUCKS. The US is meant to be a REPUBLIC, which is FAR SUPERIOR TO ANY OTHER FORM OF GOVERNMENT.
