i'm going to start dvd rental service but i have to get some license to make legal copies. does someone have clue about that license or about how to start that business ??

It doesn't work that way. Who put that ridiculous illegal idea into your head???
You shouldn't be in business if you don't know what you're doing.

NO you can't get a license to copy DVDs. Because The particular DVDs are sole properties of it's manufacturer or producer. It's illegal if you make copy out of it. You could be pull to prison if you do that and someone find you doing that. You can make copy DVDs if you have own videos or data. because it's your properties. I know people are making copy of DVDs as I said its illegal

Copying DVD's isn't legal. You won't be able to get a license for this.
