Make her a deal. Say "If I quit you can do this to me or take away that from me." That way she'll understand that you really want to do it. I'm sure that will help. Good luck!

Move to Norway, or Canada where everyone can ice skate without question.
Actually, I would find a place with used skates for a low cost and get started. When you keep up the attendance you can ask for a better pair of skates. Ice skating is low cost compared to the gear needed for other sports.
Do your research and go to your mom with a specific plan of the cost of the skates and club. Without the specifics, your mom is perhaps thinking this new sport might be $250 just to get you started. Take away the unknown.
For example, eBay has lots of girls ice skates for sale for less than $20 ... some for less than $10, but that sounds too cheap to me ...

You should sit down with your mom and 'respectfully' talk to her about what you don't like about the sports you are currently playing. Perhaps if you can get a working permit and work part time (if you are under age of course) and tell her you'd gladly buy your own skates when you have enough money saved up. This might cause her to better consider the idea.
Perhaps you've changed your mind so many times about what you want to do that she's just fed up with it. I have no idea if that's the problem, but it's something that you might want to think about.

You don't say how old you are? But is there an opportunity for you to put money towards your skating?Perhaps if you contribute towards the cost, your Mom might change her mind.So many times children change their mind about sport. Ice skating is quite expensive to do,but if you helped in some way, she might take you seriously. Good Luck!

Buy a pair of ice skates and skate at an arena and practice by yourself. Maybe then she will see you're comitted enough to follow through with the sport.

wait till its cold out and go find a pond. all you need is the skates. its not really like theres a big future in figure skating though.

Make a deal with your mother, and show her how prepared you are for it. I.e. research where you'll get lessons, how much they are, what time they'd be, how you'll time manage practicing and getting homework done, etc. Tell her you'll make good grades or do extra chores, and this is how you'll earn the lessons.

if you want to prove to her that you want to do this, save the money, do extra chores, get a job, do a paper route, and then sign up yourself, this will show your mom that you are serious and if you want to drop out it's your money you wasted.

instruct duty to her. dad and mom crave duty of their little ones, and in case you instruct duty and adulthood it impacts dad and mom judgements in a great way.
