It depends upon the business. I started a consulting business with no capital, and we're now 7 figures (over $1 million). There are many service companies you can start with no capital (other than a few things like a phone, computer, etc.).

I just started a business that required 100K in upfront capital. I knew I need a partner or two. I had the idea. It was a good idea, they both put up 50K. I took 40% of the company they each took 30% of the company. I have 50% of the voting rights.
You will have to give up something to get the money you need. I would rather give up 60% of the company instead of not making anything.

Seriously, that's a pretty tough thing to do. The hardest thing in a business is not necessarily the work associated with it, it's letting people know that you exist. Unless you're willing to walk around and physically tell people what you do, you're going to need to spend some money on fliers or mailings. A huge part of a business' budget is marketing. Unless you're willing to market in some way that costs nothing (like yelling on a street corner that you're in business), you're going to have a tough time of it.
