it depends on who the guy or girl is usually i get to know the person first then i make a suggestion if he doesn't first but i typically like the guy to make a move to at least get to know me first

there is no rule saying who has to ask the opposite sex out..... if a girl/guy like someone dont wait for them to ask you out you do it or you will miss out on them
