They only give violations when abuse is reported. I don't think they purposefully don't post questions. I just think there must be a glitch and sometimes they just don't get posted. People say that and then 2 minutes later their question just appears. It's weird. I've had totally normal questions that take a while before their posted. Like I asked a question about ocean smells one time that took forever to post. It was a completely boring but ligitimate question that they would have no reason not to post. It just took a while.

Some questions post very late, and they keep their position in the order they were entered...so they may first show up on page 3 or 4. Nobody will see them, but they do post.
I think it happens when your question skates a little close to a violation, but is decided to be ok after all.

Sometimes they just don't get on the board but do go in your list. Check to see if it's there. If it is they haven't given you a violation just failed to post your question. If they don't put your question on within 15 minutes they are probably not going to. Just re-post it. Oh and another thing, I've heard that if you put in a link that can slow them down as they have to check the link too.
