Yes it can, but it would have to be worn on the body a lot to really cause anything. It has to do with the cell phone getting a signal from a sattelite. Think of it as a very weak microwave oven. If you have a friend who wears a fanny pack with his cell phone in it, tell him to take it out (and throw away the fanny pack)! When not using it, leave it at home.
