Leaving your bike outside, uncovered and exposed to the elements like the ocean (if that's where you live) can certainly make your choke and throttle cables stick. There are 2 ways to unstick: Remove the cable and lubricate it or replace it.

You have a lever on your handle bar that operates your choke? Most are directly connected to the carburator. ( Of course my last Honda was a 79. ) Age causes the sticking. Try spraying WD/40 along the lever shaft and work it a few times so it can penetrate the casing.

Always give year, make, engine size and model # when asking questions. We need all of that info to give an informes answer.
Could be lever is stuck - remove cable and try to move lever to check.
Could be bad cable - dirty, rusted, kinked, frayed - remove from carbs and try to move it, to check.
Replace if necessary.
While cable is off of carbs - move choke linkage to check if it needs a carb clean to free up the chokes, or linkage adjustment.

You can try the throttle cable first. But with it at low idle or high rpm and nothing in between you should take a look at the Carbs.
