Limewire itself is not illegal. It is a perfectly legitimate program. It is the things that people download with it that are illegal, mainly pirated music and videos.

Because it is not illegal to make P2P software. You can own a gun but you can't shoot someone with it... Limewire does not actually give you copyright material... you do the illegal part yourself. Technically, you could be using limewire for non-copyright material.

File sharing is what we do every day when we go on the internet. You share your webpage files with my computer and allow me to see them. In this case, you just don't mind me seeing them, and have the copyright to that data, so you have a right to allow me to see it.

By posting copyrighted files (popular music, movies, etc.) then someone else's rights are being broken.

Limewire in itself isn't bad, it's how it's used, just like knives. Knives can hurt people, or they can be a great tool.

I've personally used file sharing software and torrents to share video and other types of large software files quickly and easily, and since the company I work for created them, perfectly legal.
