Line L1
m1 = tan a = (- 7 / 4)

Line L2
m2 = tan b = (-15 / 3) = (- 5)

Let θ = angle between the lines.
tan θ = (m1 - m2) / (1 + m1 m2)
tan θ = (13 / 4) / (1 + 35 / 4)
tan θ = (13 / 4) / (39 / 4)
tan θ = ( 13 / 39 ) = 1 / 3
θ = 18.4°
