1] the shirt appears to be a jacket - are you going to wear the jacket and the tank?
2] the 'flares' are not flares - they are wide leg - not the same, by a long shot.
Current fashion rules say:
If the top is fitted the bottom should be loose.
If the top is loose, the bottom should be fitted.
So clarify the shirt question, and go from there.

Skinny jeans with that jacket for sure! I don't suggest doing a ballet flat with flared jeans (unless your really tall) the jeans will usually look sloppy. You should wear a bit of a heel with flared jeans, they'll make your legs look longer and leaner and they won't drag.

if you have big feet go with the flare jeans but a get a jean thats more bootcut. in other words (one that doesnt have that big of a flare). If u have small/ reasonable size feet, go with the skinny jeans
ps: i dont want to offend anyone by saying 'big feet'

Go with the skinny! The flare are cute but, I like skinny with that top. You could buy both and mix and match.

the skinny is simply the best choice you have got..it'll give u a diva look!!!but the flare ones look a bit filthy and funny to me with that beautiful shirt of urz..if i were u, no second thoughts would b ma way...i vote 92% for those skinnny jeans...Go for it!!!

Skinny jeans, but the skinny jeans on the link were kinda gross. Try beckersurf.com jeans or nordstrom(you don't have to get designers)
