The best way to find a job at 15 is to look in the newspaper classifieds or drive around and find places which are hiring and personally hand in a resume. Good luck.

Most jobs hire at 16 but the best way is to actually go around and look for one. Bugging the employer about hiring you will be more effective than sitting an the computer applying online. I got my job because my parents talked to the hiring manager. I got nothing by applying online. Some supermarkets hire at 15. It just depends where you go and the laws the company goes by. Having connections is the best way.

I doubt anything on the web will be very helpful to you. Your time will be better spent looking around you in the immediate area. Just because there isn't a "now hiring" sign doesn't mean they aren't looking. Businesses are always looking for good people. I'd try things like family owned diners/restaurants, ice cream parlors, golf courses, mini-golf courses or batting cages. Good luck!
