Should I cut my hair to my shoulders or keep growing it out?
It is below my shoulders now.

Ha - that's the same question I keep asking myself!! Right now it is a about 2 inches past my shoulders. I really want long hair, but I just hate this "in between" length.... it drives me crazy! ;P
I think you should let it keep growing though cuz I think long hair looks better when it finally does get to the right length ;)

Don't get it cut! Take it from someone who cut hers a few years ago and has been growing it out ever since. You will regret it. Unless you like short hair.

I wouldn't cut it until you know for sure what you want to do.
