, Yes You can put a brick in the tank , but that us not the correct way and it will discolour the water too . The correct way is to #1 if your toilet tank has a ball floating on a rod you can adjust the level by bending the rod so that the ball at the end is lower down , this ball floats and as it rises to the top of the tank it shuts off the valve , so the lower it is or higher it is adjusts how much water is in the tank , #2 some of the newer toilets have a plastic cup that moves up a plastic rod and when this reaches a certain point it shuts off the water valve , move this cup or down to adjust the level, hope this answers your question

If it has a ball and arm, there are two screws on the left side. Either turn the one on the right in or out to adjust the water level. The level should be 1/2 to 3/4" below the overflow tube. If it has a fill column (no ball and arm) , you can adjust it using the metal clip on the side. If you are trying to change the level in the bowl, you can't. The level is controlled by the built-in trap.

The old brick-in-the-tank works well. I have also adjusted the long piece that has the ball on the end. Bend it down a little. That makes the water level go to a lower point. Isn't plumbing fun?!

if you lift the top off the back of the toilet inside you will see a long stem with this ball looking thing on it bend that stem downward but not to much either that or get a screw driver and adjust the little screw thats on top of the pole where the stem is coming from this should do the trick..

stick your hand in the tank and adjust the float....can't help anymore without seeing it and don't worry the waters clean....
