Boy, I have no idea. I know in the old days bathrooms used to be painted with enamel paint and I don't know if water based primer would stick or not if that's what you used. As another poster said, talk to the people at the paint store. I'd suggest Duron, but they aren't open on Sunday, but Sherwin-Williams opens at 10:00 a.m. and they are the same (assuming USA). And once you get that figured out, then you need to find out what kind of paint will adhere to the primer you used. Good luck. I'm in the process of removing wall paper and want to paint, and I'm wondering what kind of primer to use--kinda thinking of the water based Kilz. Hmmm.

Oil based primer is good, but if it is to the bare sheetrock with no previous paint , latex wall primer will work fine. I dont like kilz or zinseer brands. If you use the oil based thin very little just for workability. The latex can be used with no thinning. And remember 2 finish coats is always great for durability.

A latex primer should not be peeling off you ceiling, unless there is alot of moisture. If thats the case humidity being one of them, wait till its dry and use the PrepRite ProBlock Seals and Bonds Latex Primer at Sherwin Williams.

I would suggest to replace the Sheetrock if you truly went through the paper layer... Or you can place a couple of sheets of Sheetrock over the ruin sheets without removing the old Sheetrock, just screw in the new Sheetrock over the old one and finish it of and apply what ever paint you want...

I would use a pigmented shellac.
Zinnser makes an excellent product called B-I-N. It dries fast and will seal and prime the surface for any finish you wish to apply.
