Cayenne pepper the smell it and stay away from it because it burns their noses.

As another poster suggested, cayenne pepper (crushed red pepper) sprinkled on the mulch will deter squirrels, cats, armadillos, and dogs from digging. It does not harm the animal, but one not snootful and they move on. It also does not harm the plant, even if it washes into the soil.

Chicken wire also works, but it's time consuming to lay it around the bushes and it can cut your hands. (Guess how I know this!)

I have 9 cats, a dog, and many many squirrels on my property.

put Chicken wire either over the mulch or under the mulch.

Lay chicken wire or window screens on top of the mulch.

I have squirrels, and mulch under my plants, they don't mesh with it and the only reason I can think of is the fact that I have a feeder for them just a few feet away......

Remove whatever they are digging for!
Is there a nut tree close by? Why are they digging there?
If there's no nut tree, I bet it isn't squirrels that are digging up your soil, probably snakes, moles, or something else.
Squirrels don't dig without a reason, nothing does.

not much of any thing will work and besides that it is only a small hole,i guess you could try moth balls
