Well, do u like him? It might be weird and all, but maybe you should give him a chance. Or, if u want to tell him in person, say maybe.. and next time you meet up in person, then u should tell him
If you really don't want to, tell him that you just want to be friends and that you're just not interested in a relationship.
This might hurt him, but he should be able to understand...

There's really nothing you can do but explain to him as best you can that you just don't feel that way about him. Let him know you value his friendship, and for now that's how you want the relationship to stay, but it was sweet of him to offer. He might act awkward for a while, and he might not. It's out of your hands. I'd say he'll be more embarrassed then disappointed. The most you can do after that is just carry on as if it hadn't happened. Act as you always have around him, and you'll both be more comfortable.

tell him how you feel.. he should know that this is NOT the ideal way you should ask, (especially a best friend), a girl on a date. you should say no, and explain why. If he hates you then he's not your friend. If he acts awkward, it will be your responsibility to make it not awkward. Awkward moments are because you don't know how to address something. so just address it, make it open if your bestfriends, this shouldn't be a problem.

make sure that if you do say yes that your not just saying it to stop him hating you, cause he might hate you even more if you lead him on. If you dont like him that way, you should tell him, and if he doesnt accept your answer then he's not being much of a friend

say yes, because maybe it will be better than being friends. you never know. and if it doesnt work out, just break up with him but tell him you want to remain friends. the first week after that it'll be akward, but if you are really good friends, then things should be completley normal after that week.

In any relationship like marriage,friendship,etc;to be honest is the key.So,tell him no,if you do not want to go out with him.If he is angry or mad with you,that mean he is not a friend indeed.If he understands,and say is okay,that will tell you,that he is a good friend indeed.Good luck.

If he really wanted to go out with you he's going to have to learn how to talk.
Say "Call Me" and then give your cell number to him. Then talk to him on the phone "Now what was the question you wanted to ask me?" Then give him your answer. I don't think he will hate you if you still want to be friends.
