I call a cell phone number that I know for certain is turned off. Most of the time it goes straight to voicemail, but occasionally it will ring 4 times before going to voicemail. Does anyone know how this can happen. Is it a problem with the phone or just something with the cell system in general?

This is true with ANY phone, be it cell or not. The "ring" you hear is NOT coming from the phone. It only comes from the CO switch (in the case of a land line) or the cell service provider in that case. Some services will even have an auto message (s) to inform you if the subscriber is out of the area, for example.

It's the cell system in general and it is reacting to users on the system. If it takes longer to access voice mail it's because the system is busy!
