There's no reason why he couldn't take a couple of years out to save up the money and then go.
Are you sure this isn't about you?

First of all, he needs to raise that SAT score. If he really is so smart he should at least get above a 2050. I go to the University of Maryland at College Park and they really helped me financially by giving me merit scholarships like the Dean's scholarship and the Clark Engineering School scholarship. If he really is so smart, UMCP will give him plenty of scholarships not to mention the Federal government will give him money if he fills out the FAFSA application. MAKE SURE HE FILLS OUT THE FAFSA!!!! If he is REALLY smart he might get even better scholarships like the Banneker Scholarship which covers all expenses. So he's definitely bound to get a good chunk of money. For the remaining expenses, see if his parents can cover the rest of it. If not, then tell him to get a part time job to pay his tuition. He can also take out loans. If he lives in Maryland and is really smart, he won't have to pay that much for UMCP. Just tell him to keep up his academic record and get a better SAT score.

first of all, with that score he should be able to get a scholarship. talk to the U of M financial aid office for advice.
If not, a lot of community colleges will offer a free ride for some of the top students in each class; that could be a good way to get started. Then, once his folks have ben retired a year or so, his financial aid will definitely improve, since their expected family contribution will decline.
but he should definitely talk to a financial aid counsellor at U of M and probably elsewhere. There are private schools that can offer great fin-aid packages to achieving students who don't have a great deal of income.

Hell with that SAT score, scholarship most likely. Im sure he will get a full ride including books and rooms. If not im sure he can get any kind of grant. Thirdly, student loan. If he is that smart it shouldnt be an issue to pay back.
Most of the people I went to college with, all went on student loans, but Im sure he will get an academic scholarship.
Call the university and ask them about their academic scholarships, or grants for low income. I really dont see it being a problem.
*update*
Why did I get a thumbs down? My girlfriend and I went to college together, her family was worth about 50 million plus. She scored 1750 on the SAT and had about a 3.7 GPA. She got a full ride academic scholarship to university, including all her books. She didnt even need it, they just gave it to her.

If he is as smart as you make him out to be, he will DEFINITELY be able to receive scholarships-- maybe even full ride. And once he gets all of his scholarship money, he can take out student loans for the rest of it like everyone else does.

well, first of all, is the school private or public.
they both have their good sides.
public-cheap, only a few thousand dollars plus room and board and stuff. neg. side-they give out very little scholarships and stuff
private-most are pretty expensive, idk about maryland, i live in new york, which is really really expensive, but look it up. plus side-they give out plenty of scholarships.
try for federal aid, that helps a lot too.

Have your friend apply for scholarships...your friend should contact the school or schools he wants to attend to see what scholarships they offer. Also, there are various forms of financial aid available and your friend should apply for these.
