according to the 2000 census report
Louisiana - 1 N.F.L. player per 58,802 people
South Carolina - 1 N.F.L. player per 83,584 people
Florida - 1 N.F.L. player per 89,287 people
Georgia - 1 N.F.L. player per 90,961 people
Texas - 1 N.F.L. player per 118,476 people
Virginia - 1 N.F.L. player per 144,460 people
Ohio - 1 N.F.L. player per 145,553 people
California - 1 N.F.L. player per 170,209 people
Michigan - 1 N.F.L. player per 198,769 people
Pennsylvania - 1 N.F.L. player per 211,742 people
Why the 2000 census? These players weren't born in 2000 -- they were born, for instance, between 1970 and 1990. We're talking about the states that "produce" the talent, right? Let's go back to when the players were actually "produced."
The average age of an NFL player is actually just about 26, so let's take the 1980 census, which solidifies Florida as the finest football-producing state.
Florida: 9,746,324 / 179 = 54,449
Louisiana: 4,205,900 / 76 = 55,341
Georgia: 5,463,105 / 90 = 60,701
South Carolina: 3,121,820 / 48 = 65,038
Texas: 14,229,191 / 176 = 80,848
Virginia: 5,346,818 / 49 = 109,119
California: 23,667,902 / 199 = 118,934
Ohio: 10,797,630 / 78 = 138,431
Michigan: 9,262,078 / 50 = 185,242
Pennsylvania: 11,863,895 / 58 = 204,550
You said look it up, but mostly what you find is opinions mostly texas, florida, or cali as the top 3. Hall of famers dont make a state any better than chamionships. Look back the last 20 years, what college has the mast championships? Is it Oh. or Pa.? Nope. Take a guess, I'd bet its one of those states you dont want to admit is better. (with alot of instate talent) Where did you get your info? many I looked up said Oh. and Pa. were ranked in the top 10 but not the top 3.

Here's a non-biased answer from rivals.com, which broke down all of the NFL players by state, per capita.
The surprise winner is: The District of Columbia. Among states, just behind D.C. is another surprise: Mississippi. They are followed by Louisiana, South Carolina, Hawaii, Florida, Georgia, Alabama, Texas, Nebraska, Iowa.
The story mentions that states with a large African-American population by percentage do well, at least at the top. I'm sure weather plays into it too.
The page also has a geographic map, and the area from Detroit to Pittsburgh does quite well. However, other parts of Pennsylvania bring the state's number down. Large parts of Ohio also are underrepresented.

I would say in terms of history you are absolutely right especially about Western Pennsylvania. These days, they are still on of the top producers but its harder to determine who are the best.
What makes a region the best? the most professionals, most Hall of Famers, most high school recruits?
Texas, Florida and even SoCal produce lots of talent, but its also from lots of people. This is almost an impossible question to answer.

Depends on how you define athlete. I will take a starting 22 from the state of Texas or Florida over a starting 22 from the area you defined in your question. Speed kills. Yes, I will admit it, I am an SEC homer, but I have history and NFL draft selections on my side, so I think that combats the questions inherent flaws and little 11 homerism. I hate UF, but it still is 41-14.

Funny I am seeing this question today, just last night for some reason I was curious what College team has the most current NFL players...I did not count them all, but from scanning thru, it looked as though Ohio State has the most. I was a bit suprised.
My Sooners have a lot too, but way short of Ohio State.
