Maybe someone from your family (or a delivery guy) has been smoking in there.

The obvious is that someone may be hanging out in the garage puffing on some cigs.
It is also possible that someone works or spends time close to where smoking takes place. The smoke may be embedded in clothes in the garage?
I know my I used to volunteer at a bingo hall for a local school. They had a smoking area and I would be reeking in smoke odor when I got home. I would take my clothes off in the laundry area and the next day I would hit this wall of odor.

Sounds strange, but if you have a neighbor that smokes, the smoke could be coming in from the outside. My Mom has neighbors on both sides of her that smoke, and honestly, you can smell it in her laundry room. Even the neighbor across the street, when he is standing outside, the smoke comes in her front door. Do your neighbors smoke? Especially if they smoke outdoors, this would likely be the culprit. Also, how long have you lived there? Could be lingering odors from the previous owner. If that is the case, painting with KILZ will seal the odor into the walls.
Good luck. Hope this helps.

Cigarette smoke sticks to stuff really bad. After 50 years of being a heavy smoker it's going to be stuck in the fabric. Cigarette smoke is the worst when it comes to smell and how hard it is to get rid of.

Sounds like somebody is sneaking a smoke in the garage. I used to think I could smell smoke and couldn't figure out where it was coming from. This was in the winter and in the spring after the snow melted ,we found a pile of butts under our daughters bedroom window .tThey think we were born yesterday! Either that, or your house is haunted.

I am the worst kind of non-smoker, 35 days ago I quit cold turkey. I still smell smoke on my clean clothes, in my truck (I never smoked inside my house or truck). I don't know of anything that smells like that. Sniff the family members, heavy perfume, Fabreeze, or any other stuff like that would be a knock off. I would start a fire outside (to ward off bugs) to cover my cigarette smoke, because Mesquite is pungent. Be a detective, if it is one your kids (or even neighbor kid) they must be stopped before they get addicted.
