Depends- If you want the absolute top of the line most powerful PC that can be had, then it would be a custom built computer made from parts... if you want something a little cheaper it could also be custom make, but then you would not have a warranty or support for the computer as a whole except by the person who built it for you. In that respect most people are probably better off with a branded computer (dell, HP, and the like) and they all are just about the same except for price (which depends on what you want) and support, which about the only thing you need to compare except price.
If you know PCs don't get an Apple, if you know Apple's don't get a PC (unless you want a better computer with a bit of a learning curb... *note* I am biased against Apple)
Oh and alienware is a ridiculous waste of money- they are not that much better (no where near enough for the price) and they are now owned by Dell... so you might as well get a dell for much, much cheaper.
And for god's sake, buy it online so you don't have to pay taxes and usually you get a MUCH better deal than in walk in stores, support is the same as these stores often ship your computer off somewhere else to repair anyhow. Check the company's websites - most have deals up every other week or so that are really quite good (I got my dell laptop 35% off).

The best computer is based on good value, modern components, reliability, sold mechanics, great technical support, no hassle return policy.
So I would rush off to Costco and buy a full top of the line HP system.
For a laptop, I would get Toshiba... PERIOD Again, picked at a Retail store, so I could SEE what I am getting; and be able to TAKE IT BACK if it isn't what I really wanted.

If I were you I wouldn't buy an already made pc. Find a friend that is an expert on computers and let him build one for you. If you do it this way, you can save half the money you are going to invest in a new computer. You can also decide what kind of computer you want, and choose the hardware that fits your needs.

Anything but compaq. If you are going with laptops then I recommend Toshiba unless you want better speakers/visual effects, then I would say go with hp. With desktops mostly every brand is good. But emachines and dell are the best values. And there is always macs. You can never go wrong with those. But they are usually more pricer and so are Sonys.

For desktops, get a custom from a computer=savvy friend
if you want a laptop, i recommend dell e1505 or e1705
15/17=monitor size

If you aren't a computer freek...and just a commercial buyer....id suggest Dell......Dell refurbished that is because their retail computers are overpriced:
