A valid photo ID is simply that: a LEGALLY ACTIVE photo ID card that inculdes a recent picture (color and/or black and white) of you and printed current name mailing address and telephone contact numbers. Social Security Numbers (SSN) in some instances is NO longer legally required for identification purposes.
Most importantly, this "valid" photo ID also must have an "effective date" that has not expired. Driver's licenses, employee ID cards, passports....and virtually any other photo ID cards that well meet the criteria.

Military ID, Government ID, State ID, and Passports are all forms of valid photo ID.
Best bet is to contact the place in question and see what they consider valid photo ID's.

RE:
What does a valid photo id mean?
Except for my driver's license, what else can i give that would satisfy the requirements of a "valid photo id"? how bout a passport?
Does valid photo id mean Photo, name AND address? or just name and photo? can it be a company id or a state-issued id?

Your driver license should be enough. If you have a passport, bring it along--it is valid photo ID. A state-issued photo ID works, for one who does not have a driver license.
A company ID may also work, or a school ID in some cases (as a second source of identification)
If they need proof of your address--then they should take utility bills, bank statements etc. Again, your driver license, itself, supplies all of that info.

If it has a photo, then it will be an acceptable form of ID. The TSA states the following as an acceptable form of ID: "Drivers Licenses or other state photo identity cards issued by Department of Motor Vehicles". If it does not, then you will need to bring some other form of photo ID. If you have no other ID's, bring your social security card and any other documents that you feel prove your identity. From the TSA website: "Not having an ID, does not necessarily mean a passenger won’t be allowed to fly. If passengers are willing to provide additional information, we have other means of substantiating someone’s identity, like using publicly available databases."

Valid means it has been validated by some official government agency.
Passports and driver's licenses are the most common forms, but people who don't drive and need no passport can acquire a "valid" photo I.D. by going to their local government and applying for one.
They will be required to show proof of who they are. Usually a birth certificate or the like is sufficient. A fee will be charged and a photo taken.
Then after processing the paperwork, the photo I.D. will be issued.

Drivers license, state issued picture ID card, passport are all valid ID's Usually company picture ID cards are not accepted. Just state or Federal ID's. Federal ID would be a military picture ID card.
