After I downlad it it asked me what I want to open it with what do I use?

You will need an "emulator". Here is a good site to get emulators from:

You will need an emulator for whatever software you are trying to run. A Google search of [hardware] emulator should get you what you need quickly. Also, in most cases ROMs are in a less than legal area, but that is more of a concern if you are developing or distributing ROMs.
