You can find out a lot just by going in and seeing a salon first hand. Ask them what techniques they use for sterilization and ask to see their permits, etc.
If you want a salon that is top-notch when it comes to cleanliness, try Roula's at 3017 Kirby. I've heard they are "hospital clean" from a friend of mine.

Did you contact the appropriate department, for the State of Texas, that regulates nail salons?

On the northwest side of Fondren and Westheimer is a great one...spa chairs and nice people in a clean and pretty shop. Not too costly.
