I can only find game data from 1957 onwards, and in that time the most hits without a run is 13, done on 12 occasions. The most recent team to do it was the Twins, in a 1-0 loss to the Royals on August 31, 2005.

probably id say 10 or 11 hits. its hard to give up hits and keep them from scoring.
