Using numbers instead of just making stuff up like everyone except jhv:

Miami is best, with a .594 winning percentage (368-252-4).

Houston is the worst, going 24-56-0 for a .300 winning percentage. If you don't count Houston, then it's Tampa Bay at .387, about 20 points worse than Arizona.

The Miami Dolphins have the all-time best win percentage...although they are dropping rapidly. And the Houston Texans have not only the all-time worst winning percentage in the NFL, but in all major sports.

Well I have a problem with the one from Wiki in that what they provided says it's from the 1970 merger. So that doesn't include the other FORTY YEARS(give or take) of the NFL.

Best all-time win percentage is the Miami Dolphins with .588 (388-271-4 - and you HAVE to include playoffs when talking all-time).

Worst all-time win percentage is the Houston Texans with .300 (24-56-0).

Denver Broncos have the best, Arizona Cardinals have the worst unless you count the five years that the Texans have been in.
