It depends on what kind of dogwood you have. For the most part they should only be pruned during the dormant season; late winter to early spring. Usually around March.

Trimming any tree in the fall is always better or even in the very early spring before the sap comes up. BUT NOT ALWAYS! LINK BELOW IS VERY INFORMATIVE.

My garden book says to trim back in spring. I'm out here in California...call your local nursery and they can tell you what's right for your area.
