Well since at any given time the US military only controls about 50% of Iraq the "Surge" in long run will never win the war. Most of the terrorists/insurgents in Iraq will either lay low (in areas the US military isn't) & attack less frequently & continue to use a lot IEDs & just wait. They have all the time in the world & they know that the US military doesn't especially since they will never be able to stop all the insurgents unless they have hundreds of 1000s of more troops which they'll never get.

The stated goal of the surge was to stabilize Baghdad and give the Iraqi parliament breathing room to effect political change, thereby creating greater stability.

While the surge may certainly be having some effect, I have not seen any indication that it was accomplishing that defined goal.

So, it depends on what you mean by "work"...

It's not working at all. If it was, there would be PEACE in Iraq, and Baghdad would be QUIET.

But neither isn't. And many experts are saying that the surge is failing on a number of fronts.

i think even bush, as stupid as he is, realizes you can not root out ALL terrorism (not to mention we haven't caught the man responsible for 9/11, bin laden). i think a 'success' to him would be getting a few more ignorant people to believe we're on the path to success before he gets kicked out of office in 08

they actually go on the offensive, seek out and kill the enemy. if you'll notice when it first began the death toll was on the rise, as time has moved along, the death toll for the troops is slowing. sounds like the beginning of success.
