That depends on who decides they are worshipping the devil. For example, if someone says to you, "I worship the devil," then you can call that person a devil-worshipper. Better yet, you can say, "which devil?" If they say Satan or Lucifer, then they are a Luciferian. If they give some other name, then they may have a different religious persuasion/
However, if the person doing the "calling" is the one who decides that they worship the devil, then they could be anything. For example, a maltheist (someone who believes that the "One God" or the Christian god is inherently evil) might say "What do you call people that worship the devil? Christians." Likewise, a Christian might say that all other religions, such as Hinduism or Muslim, are actually worshipping the devil......
I think the best answer to this question is as follows.
Q: What do you call people that worship the devil?
A: Whatever they call themselves.

Frustrated Christians. To be a devil worshipper, you'd have to believe in the Judeo-Christian mythology. They just chose to worship the Dark Side of the Force.

Without going into anyone's beliefs, it becomes simply a matter of nomenclature.
"Christians" are called such because they're followers of Christ, for example.
If we use the term 'devil' from your question, the most often encountered term would be "Devil Worshipper." One of the most common names today for the fallen angel Lucifer is Satan, from which those professing to worship him would be "Satanists." (A term originating in the Middle Ages.)
There are of course many different ways of naming a religion, philosophy, or belief system. In the western world, a group's name is often derived from that which the group is centered around.

In my studies I have never run across any organized group that worships a devil. Any group like that would have to be of the Christian or Muslim religions as they constantly speak of devils.....even if they don't worship devils, they truly have respect for their devils.....The same is true of the Christian personification of Satan....not the philosophy of Satanists.
