Never. I asked my hairdresser about how many people still get them and he said when someone comes in asking for one, he pretends that he doesnt know how to do it.

The plan would be to cut it, get the money, and once the money is spent, hack it off, saying that there was no stipulation as to how long I needed to keep it.
