ATM Machines are manufactured so they can be installed in any outdoor location, including drive-throughs and stand-up kiosks. It is easier to manufacture all of them with Braille instructions than just a few, and it allows interchangeability when a machine has to be pulled for maintenance.

Besides, if you'd seen some of the jerks I have to share the expressways you'd think they not only need Braille but a live circus clown to explain anything to them. You drive in Texas, so you know what I mean.

If you have say, a blind aunt. You get in your car and drive aunty to the bank and she can enter her card's PIN without your knowing it. Then you can read what the screen says to her and make appropriate selections. It is for the protection of the blind (and to allow them some independence).

most in store or bank atms have head phone jacks for blind people to use, so i'm guessing that the buttons are just mass-produced for all types of atms.

They're there so a blind person can, say, take a taxi and from the back seat use the ATM.
