if you have a green light can you make a right turn if a pedistrian also has a walk sign and is starting to walk if you can complete your turn safely is it legal

In some localities you must yield to a pedestrian no matter which part of the crosswalk he's in, in others only when he's on your side of the center stripe.

Pedestrians always have the right of way. Ir's legal to turn right if none are in the walkway.

It depends on the state. Your best bet is to wait until the ped is out of your lane and turn CAREFULLY.
