Texas has the most bridges, at 48,492
Rhode Island has the least, at 748. If you want to count D.C., though, then they technically has the least at 247.
(These numbers are from 2004, but I doubt they've fluctuated too much that the rankings would change.)

There is a problem here. It's popping up in the media and amongst the government talking heads as well. Though the many classical bridges are in trouble the elevated highways and the spaghetti bowls over highway crossings and railways were also built in the 50s and are in trouble. Nobody is mentioning those problems.
The question asked can not be answered correctly until somebody defines what a bridge is in this country. Is it just a roadway over a stream or body of water or a set of double decker highways across a downtown area.

Most likely... Texas for the most bridges (has somewhere between 20% and 25% of all the bridges in the continental US)
Most likely... Rhode Island would have the least... not much area in the state to put up a bunch of bridges.
