Not necessarily. My Q&A is public, but I don't get that many answers.

because your questions are still posted on the main menu
Private is better it prevents trolls from reporting you and
giving you thumbs down to all your answerers. The key to more answers is time...When are people on the most? Usually in the evening towards late night...
