There is a lot of difference. More than half of the cars on the road today have timing belts. Timing belts are cogged belts that drive the camshaft whereas drive belts are the belts that you see when you open the hood and they pull the accessories like the a/c compresor, alternator, p/s pump and water pump.

What Is A Drive Belt

Yes. A timing belt drives one thing and one thing only. It connects the crankshaft to the camshaft(s) and drives the camshaft(s) which synchronizes the opening and closing of the valves to the piston's up-and-down movement. A drive belt, on the other hand, drives several things. It drives the alternator, the power steering pump, the air conditioner compressor, and the supercharger if your car has one. It also drives the radiator cooling fan on some cars. Drive belts are easy to change if they break or become damaged because they are out in the open. Timing belts are enclosed under a cover, and are more difficult to replace. Timing belts can also cause damage to the engine if they break because sometimes the valves can hit the pistons. When a drive belt breaks, the worst that will happen is that your power steering will fail, and your alternator will no longer be running the electrical system, which will quickly lead to a dead battery.

A drive belt is generally referred to as the serpentine belt and runs accessories like your power steering, water pump, and air conditioning. Your timing belt is what connects the camshaft and crankshaft inside the motor. The timing belt on some cars also drives the water pump.

Yes. A drive belt may just connect two accessories in the engine while a timing belt is responsible for just that, the timing of the crankshaft with the camshafts to make sure everythings in sync.

I will assume by driving belt you are refering to the serpintine belt, which runs the accessories on your car (AC/ altenator/ power steering/ etc..). Your timing belt, unless you have an older vehicle (in which case it would be a chain), does just that, times your cam to open and close valves.
