C. the public demands more from the law enforcement community and don't want to pay more taxes. People call the police more and more for problems that aren't police related. This requires more first responders!!!

More crime means more overhead. More overhead means more staff needed.

More crime also means more prisoners.

And ineptness is inherent in bureaucracy.
