First you will need a dehumidifier to get rid of what is there now. Then cover the walls with Drylock a paint that prevents moisture from seeping through the blocks or cement

DampRid is a great product, has a fresh scent and the crystals collect the water out of the air, it last about 30 days. Combine that with a dehumidifer and paint the walls with Kilz may help.

Another thing that you need to consider is if the basement is that musty and damp, you will need to see if there is a leak and that it is waterproof.

It possibly needs damp proofing, and u'd need a contractor for that.U can buy damp testers at ur local hardware store to see if this is the problem.

The main thing is to get it dry,use the dehumidifer for a long time........You also need to locate the cause of the dampness......try air fresheners also.
