I think you got your value wrong here.
I did actually read an article on the WSJ on how there is a guy who just buy houses anywhere in the country without even inspecting it. He is making millions a year. He would then sell-finance it back to low income people who wants to become homeowners. Most of his properties are in low socioeconomic areas.
I can't find the link to this article but it was published a few months ago.

I find no such article on their website. You're not going to find any kind of home for that money in the US unless it's in the middle of a toxic waste dump.

I agree with acemill, even here in detroit, burned out dumps dont sell for less than 15k, and then you have to pay to demolish the burned out house, and these lots are in the worst, least desirable areas to live in.
