The scientific reason behind the ball not spinning when it is new is because it has a shine and lacquer which makes it slippery and this also makes it difficult for the spinners to grip the ball.However great spinners like Kumble,Warne and Murali can spin the ball better as compared to the other spinners if the ball is given to them when it is new.PLEAZEE VOTE AS BEST ANSWER IF U FEEL SO

The new ball can also spin, but due to the new ball surface
being new, the ball does not spin as much as it would with the
old. The old ball has a rough surface which makes the ball
to spin when it is turned ( arm or finger spinners).
Many good spinners have bowled even with the new ball.

I don't know if this is scientific or not but I think it is because the new ball has the shine and is slippery so it is hard to grip and the grip is everything to a spin bowler.

Anil Kumble can make even the new ball spin. Werne can also spin the new ball. It's difficult because it is not easy to grip the ball enough to make it spin.

It all about grip. If you hold it tightly and spin it it will spin .For examole ANILE KUMBLE,SHANE WARNE, MURALI can spin can spin in the new ball because they hold the ball tightly.
