The float valve is sticking possibly due to mineral deposits. If you jiggle the float, the tank may even fill. Replace the entire valve assembly. 1/2 hour job tops

Check the ball on the float vavle in the tank sometimes these get a small hole in them and fill with water over time that will make the ball to heavy the pop up and let the valve do it's job.If this is the case you can buy a new ball and replace it the old one will screw off of the arm and just screw the new one on.
If this is not the problem try a new float valve completely you can get these for around ten to fifteen bucks.

you have one of two problems. The tank plug is not dropping, if this is happening, you will hear the water running continuously. Second, the float is not dropping activating the water fill. Check the chain on the plug, next check the tension and adjust on the float. If this doesn't work, you may need to replace the tank"guts".

You have a fill-valve problem. For less than $10 you can buy a Fluidmaster 400A fill-valve. The installation instructions are great and it is easy to do. Find these at Home Centers or hardware stores.

check to see if water is running to your toilet or see if the
wall valve forgottenly got turned off.
