You may not be able to. There may be only one temp setting for the whole apartment, and for any number of reasons, it might be set rather high. We're dealing with this right now -- we rented an older (but beautiful) apartment in a building where many of the tenants are over 70. Whenever the temperature dips below about 70 F outside, the heat comes on. I think it's something we're just going to have to live with.
Last winter, we brought in a thermometer, and the temperature ranged between 24 and 26 C (75-79 F). The plants loved it, but we had to adopt a naked office dress code to deal with it!

If the hot water radiator system has a valve, a wheel to turn, near the top and on the side, turn it till it goes in towards the tank. This rotation should turn it off; the hot water does not get cycled thru your radiator. To turn it back on, just rotate the wheel back out to allow the hot water to cycle thru it again.

On many systems there is an electrically operated valve that directs the hot water supply dependant upon demand ie; when the heating is off, it moves so that it is only supplying water to top up your hot water tank, but when heating is on, it moves and supplies both heating and hot water storage systems, or just the heating if the hot water tank is up to temperature. these valves can leak internally and this can give the symptom that you describe. As it is not fully supplying the heating system, only the upstairs rads get hot.

You'll have to find out where the boiler is, usually in the basement, then turn the fuel off, that should do it. It would be better to have someone do it that knows what they're doing.
