I'd choose a place that has friendly people, beautiful surroundings, decent weather, a decent economy, culture, beautiful architecture, tolerance and diversity, history, quality food, and other quality-of-life amenities.

San Francisco, Vancouver, Seattle, the Hague, Luxembourg, or Florence.

and despite the weather: Stockholm, Edinburgh, Montreal, Ottawa, Boston, NYC, or Dublin.

ooo so many choices.... i think i would choose either zurich or luzern switzerland. they are both beautiful cities and all of the people there are so kind... also they arent extremely crowded and you have perfect views of the alps from both of these cities..... if not those then i would choose mannheim, germany for the scenery, the shopping in nearby heidelburg, and the fact that many people there speak english

Paris London or Geneva. Probably Geneva because they speak the lovely language of French and the people are great. :)
