It is mostly inborn. Environment can modify the tendencies somewhat, but I'm certain you can't turn a natural introvert into and extrovert no matter what you do. It would be easier to subdue a natural extrovert by not letting him/her do normal extrovert things.

First, introversion and extroversion are not absolutes but can be quantified somewhat on a scale. Second, your proclivity toward one end of the scale or the other is an innate and inherent part of your personality. One can attempt to override this innate attribute but it will always be there just as your basic facial features will always underlie any amount of make-up or disguise you may apply. And, unlike your physical appearance, there is no way to physically alter your basic personality.

From my personal experience, I'm very talkative and extroverted with friends. But being an only child, that made me shy and quiet until I was truly able to be myself. I always say that I am an introverted extrovert, meaning that I an a natural extrovert but my situation dictated who I was.
