He must have gotten water under the ditributer cap,take a screwdriver,remove the cap and wipe it out and wipe off the rotor,replace the cap and try to start it now.

He got water into the distributor. Disconnect the neg battery cable, pull the cap on the distributor, and thoroughly dry out the inside. Pull all the boots on the spark plugs and make sure they are dry on the inside. If it still doesn't start after that, you may have shorted the fusible link on the starter.
When most people wash or steam their engine, they place a plastic bag tightly around the distributor and other electronic engine components.

He apparently got moisture in at least one component of the ignition system. That's where you start looking. And it's going to take some serious work to find out where that moisture is causing a short.

Wait until it dries...he most likely got water on the battery, spark plugs, starter motor, or some other electrical device. If it still doesn't work after it's completely dry, then he could have permanently damaged something.

he may have got the distributor cap or something wet on it,all he can do is dry it out real good then it will start,good luck on it.
