She wanted me to get WHATEVER I wanted, without getting permission from anyone (that's how my life is going lately...).
Should I go practical and get nice sheets or silverware for my new place or get something I don't need like shoes or a new shirt?

The giver, your sister, even explainded that to you "Get whatever you want". That shouldn't be too hard to figure that one out.
If your selfesteme is so far down that you have to have approval from everybody, in order do even a simple thing like buying something for your self, than I have no answer for you, but to seek help.

You're not gonna get nice sheets or silverware for $40.00, so get some candles or something else for your new place. Like you said you don't need shoes or shirts.

Get whatever you want!!! (I guess you've already heard that one!) If you are tight on money, or really need something, than go practical! if you aren't tight on money, or want to let loose and just spend it on something you don't need, then go for it!
